Version 1.3.1 of OpenSER has been released.....

This is a minor release in the branch of 1.3 release series, containing only fixes to bugs found since the previous release 1.3.0.

The configuration script used with 1.3.0 version is compatible. There were no changes in syntax, functions or parameters.

DB structure is kept unchanged - no migration is required.
